Outline of the project and its purpose
‘Blue Container on the New Silk Road ’Belt and Road Initiative • International Cultural and Economic Exchange Project‘Blue Container’ will serve as a political, cultural and economic link between East and West, building a political, cultural and economic platform for the ‘Belt and Road Initiative’, promoting cultural, artistic and economic exchange and connections among the countries along the New Silk Road, and winning popular support for the concepts of the ‘Belt and Road Initiative’ New Silk Road.
First 5-Year Plan
‘Blue Container on the New Silk Road—Belt and Road Initiative • International Cultural and Economic Exchange Project’ is a joint initiative between cultural organisations in Germany and China. The core aim of the project is to exhibit the traditional culture and contem-porary civilisation of the countries along the New Silk Road, bringing together some of the world’s most wonderful and influential civilisa-tions. In line with China’s ‘Belt and Road Initiative’, we will carry forward the ‘Silk Road Spirit’ of peace and cooperation, openness and inclusive-ness, mutual learning and mutual benefit, and a focus on people-to-people bonds, and in this way we hope to win the endorse-ment and wide-ranging participation of all the countries along the Silk Road. Using blue shipping containers as a vehicle, we will organise international cultural and economic exchange activities in the countries and regions traversed by the ‘Belt and Road Initiative’ (BRI).
The project’s first 5-year Plan from 2018 to 2022 focuses on 11 countries along the BRI railway lines, namely Germany, China, Switzerland, Austria, Italy, Greece, Turkey, Iran, Turkmenistan, Uzbekistan and Kazakhstan. Our activities will have a clearly-defined theme and consistent format as well as distinguishing features, and won’t be limited by space or time. The project is fluid by design, but can also have a centralising and radiating effect, attracting the attention and participation of a broad range of people from all around the world. As well as promoting cultural, people-to-people exchanges, we will run a variety of economic exchange activities, the better to achieve communi-cation, cooperation and mutually beneficial development among the Belt and Road Initiative regions.

The route and operation of the ‘Blue Container’ Train
From 2018 to 2022, the project’s first 5-year plan is that two ‘Blue Container’ trains will run every year between March and October, one leaving from Beijing/Xi’an, China and terminating in Düsseldorf/Duis-burg, Germany, and the other starting from Düsseldorf/Duisburg and terminating in Beijing. The trains will stop in selected locations along the way, covering 27 regions and cities of the New Silk Road countries. Wherever the train stops, we will hold 7 to 10 days of political, cultural and economic activities, and the entire journey in each direction will take around 180 days in total.
‘Blue Container on the New Silk Road’ launch event and cultural programme
Starting on March 29th 2018, ‘Blue Container on the New Silk Road’ International Cultural and Economic Exchange Project will hold a
two-week long large-scale launch event in Duisburg, Germany. The event will include a programme of cultural and economic exhibitions and events, and will involve considerable participation from the 11 New Silk Road countries. The cultural programme will be divided into 5 main sections: opening ceremony and live performances, the National Pavilions
(country-specific exhibitions curated by the 11 New Silk Road countries), cultural and economic themed exhibitions, a series of cultural festivals and economic exchange activities, and public education and publishing activities.
Cultural and Economic Exchange Centres along the New Silk Road
The ‘Blue Container on the New Silk Road’ project aims to establish permanent ‘Blue Container’ cultural and economic exchange centres (or zones) in all the New Silk Road countries. The Blue Container train will travel once a year from Düsseldorf to Beijing, its containers packed full of political, economic and cultural content, and will make numerous stops in the 11 countries and 25 cities it passes through. In addition to the Blue Container trains, and related exhibition and exchange activities, ‘Blue Container’ will also establish permanent cultural and economic exchange centres (or zones), to include National Pavilions of the 11 New Silk Road countries, arts and cultural exhibition spaces, R&D centres and economic exhibition spaces, as well as public services and supporting facilities. In providing exhibition and exchange spaces for the ‘Blue Container’ Train, our aim is to showcase the cultural, artistic, scientific and economic achievements of the New Silk Road nations and their prospects for future sustainable development.
The ‘Blue Container’ Train, with its cultural and economic cargo, will stop in selected cities or regions of the 11 countries it passes through, creating venues that will become permanent exhibition spaces for the ‘Blue Container on the New Silk Road’ project, and cultural and economic exchange hubs for the host countries. The venues will organise long-term as well as temporary events, with exhibitions and exchange activities taking place for 10 months of the year.
